Mr. Kouvalis, meanwhile, said he knew Rob Ford, who loves football and knows how much it costs to change a tire, couldn’t win a policy debate.
“The Fords are grass-roots guys,” he said. “All of these guys are more articulate than Rob. Most of those words when you are talking about transportation have four syllables, and those guys, Doug and Rob, don’t do so well.”
