Graffiti bad, awful art good

Graffiti causes some in our culture such pain. The very thought that citizens might want to express themselves in one of the oldest ways known (cave painting anyone?) is frightening to them.

So we get articles like this:

"fight graffiti"...."the blight of graffiti"..."vandals"

So what are they replacing it with?

"colourful images of birds, flowers, balloons and sunsets"

Most so called public art is of surpassing ugliness. That sounds more like a blight to me.
