Read it, it essentially says: Ok, you can have your old Internet, but all bets are off with this shiny new wireless one...
The "providers" are sick, desperate to turn the Net into the same thing they did to television. Cable Television.
Nasty thing is though, many people have had 20 years experience with the present Net and will be very hard to persuade that less is more.
But joy of joys! They've found a loophole! The "wireless" Net is somehow magically so different, well its control has to be left in their safe little hands.

Over the past few days there’s been a lot of discussion surrounding our announcement of a policy proposal on network neutrality we put together with Verizon. On balance, we [Google] believe this proposal represents real progress on what has become a very contentious issue, and we think it could help move the network neutrality debate forward constructively.
We don’t expect everyone to agree with every aspect of our proposal, but there has been a number of inaccuracies about it, and we do want to separate fact from fiction.

Only thing contentious about it is that the corporations want to control the Net, and the public doesn't.
