I recall some years ago in one US city, graffiti was a problem until a vigil-anti shot a couple of taggers - mid spray. Virtually all the graffitti/tagging stopped in the city and the shooter was never caught thou it was assumed it was an owner of a building who had been blighted.
Somewhat gruff, but - win win.
