Montreal: Most corrupt city in North America

Well duh.

You could say the ethics and "time for a cleanup" theme already evident in the Montreal municipal election campaign, which officially debuts today, was ordained by history.

Every 30 years or so, for more than a century, a tale of corruption has prompted an official probe. The probe, in turn, has led to a report damning the municipal administration. The report then spawns calls for a broom to sweep out city hall.

It happened after the conclusions of the provincial inquiry into the 1976 Olympic Games cost overruns were made public in 1980, and it happened with the release of corruption probe results in 1954, 1925 and 1905.
