At first, it was a fiery contempt for homosexuality that led a Ugandan lawmaker to introduce a bill in 2009 that carried the death penalty for a “serial offender” of the “offense of homosexuality.”
The bill’s failure amid a blitz of international criticism was viewed by many as evidence of power politics, a poor nation bending to the will of rich nations that feed it hundreds of millions of dollars in aid.
But this time around — the bill was reintroduced this month — it is a bitter and broad-based contempt for Western diplomacy that is also fueling its resurrection.
“If there was any condition to force the Western world to stop giving us money,” said David Bahati, the bill’s author, “I would like that.”

Uganda’s proposed Anti-Homosexuality Bill has been re-introduced into Parliament and is currently in the hands of the Legal and Parliamentary Affairs Committee. As the Committee considers what to do with the bill, there has been considerable confusion over what would happen if the bill were to become law. Most of the attention has focused on the bill’s death penalty provision, but even if it were removed, the bill’s other seventeen clauses would still represent a barbaric regression for Uganda’s human rights record. In this series, we will examine the original text of bill’s eighteen clauses to uncover exactly what it includes in its present form.

Uganda to UK: Don't bully a bully
The UK is showing a "bullying mentality" by threatening to cut aid to countries where homosexuality is illegal, a Ugandan official says.
UK Prime Minister David Cameron said at the weekend that those receiving British aid should respect gay rights.
But Ugandan presidential adviser John Nagenda told the BBC Ugandans were "tired of these lectures" and should not be treated like "children".

Uganda continues to be vile on a global scale
These people use fear and violence, and they still maintain they're the good guys.
Radio 1 DJ Scott Mills has told how he had to flee armed police in Uganda after revealing to a senior politician that he was gay.
Being homosexual is illegal in Uganda and there are even efforts being made there to introduce the death penalty for it.
The 36-year-old was filming a show called The World's Worst Place to be Gay? (on BBC3, of course), when he confessed his sexual orientation to British-educated politician David Bahati - who Scott said "went mental".
He explained: "He was scary. He ordered us to cut the cameras then brought a security guard.
"We ran off and he rang one of our guys saying, 'Where are they staying? What are the registration plates? I want them arrested. They won't get far'."
Fortunately Scott's colleague lied about their location, and armed police arrived at the Sheraton - where they had been falsely told the team were staying.
The DJ continued: "I'd heard horror stories about people getting arrested and roughed up and who knows what. I was scared."

Even Uganda has limits on how cruddy it can be
Gays in Uganda celebrated today, after courts ruled in their favor in a case against a newspaper which called on people to hang them.
In October 2010, Rolling Stone newspaper had boldly called for gays to be hanged in one of their headlines. "Hang Them," the headline read. The ensuing story showed photos of people presumed to be gays in Uganda, and even indicated locations of their homes.
And according to gays in Uganda, the newspaper article led to some of those whose photos, names and home adresses appeared in the newspaper to be attacked and beaten up by people who claimed to be anti-gay.
But after taking the case to court and applying for damages whilst requesting for an injunction against the newspaper, a Uganda court Monday ruled in favor of the plaintiffs.

Snivelling cowards attack soccer fans in Uganda
The death toll from bombings in Uganda rose to at least 64, authorities said Monday, a day after explosions ripped through two venues where crowds were watching the World Cup.
At least 71 people were hospitalized, police spokeswoman Judith Nabakooba said.
"If you want to fight, why don't you attack soldiers or military barracks instead of fighting innocent people watching football?" said President Yoweri Museveni, who on Monday visited a rugby sports center where two of the blasts occurred Sunday.

Pastor Martin Ssempa: Sick F*ck of the Day
Pastor Martin Ssempa on Tuesday plumbed the depths of notoriety when he offered graphic images of gay sex as proof of the need for tough penalties against homosexuals.
But midway through his presentation, saved on a computer, most of his audience walked out, some visibly disturbed, leaving him to wonder if he had done anything wrong. The cleric seemed genuinely rattled when he asked: “Why should I be traumatised?”

BBC: F*ck you and your "debate"
Peter Horrocks at the BBC tries to apologize for the cold and callous "debate" they tried to open over Uganda and its barbaric new law.
You might have read some of the coverage about a World Service Africa Have Your Say debate yesterday, or my colleague David Stead's blog post about it last night.
The original headline on our website was, in hindsight, too stark. We apologise for any offence it caused. But it's important that this does not detract from what is a crucial debate for Africans and the international community.
The programme was a legitimate and responsible attempt to support a challenging discussion about proposed legislation that advocates the death penalty for those who undertake certain homosexual activities in Uganda - an important issue where the BBC can provide a platform for debate that otherwise would not exist across the continent and beyond.
The man is an idiot, a cold hearted soulless bastard. Debate that.

Uganda goes back to being totally repulsive
The bill, said Bahati, 35, an MP from the ruling party, aims to "protect the cherished culture of the people of Uganda against the attempts of sexual rights activists seeking to impose their values of sex promiscuity on the people of Uganda".
He denied reports that international pressure might result in parts of the bill being toned down. "We are not going to yield to any international pressure – we cannot allow people to play with the future of our children and put aid into the game. We are not in the trade of values. We need mutual respect."
Respect is the last thing you'll get.

The evil worldview that drives Uganda
Behold this vile "opinion" piece by one Ronald Hanyerere at Allafrica.com, which would not have been out of place on the pages of Der Stürmer:
It is high time politicians, religious leaders, cultural leaders and all concerned Africans woke up and defended the African heritage against the moral confusion of Western civilisation. This civilisation is eroding African moral pride.
The so-called human rights activists have hijacked the driver's seat and are sending nations into the sea of permissiveness in which the Western world has already drowned.

Rick Warren does the right thing regarding Uganda
The message is fairly clear, if somewhat clouded by Biblical references (which unfortunately are accurate).
Uganda goes from outright to almost completely repulsive
Uganda will drop the death penalty and life imprisonment for gays in a refined version of an anti- gay bill expected to be ready for presentation to Parliament in two weeks, James Nsaba Buturo, the minister of ethics and integrity, said.
The draft bill, which is under consideration by a parliamentary committee, will drop the two punishments to attract the support of religious leaders who are opposed to these penalties, Buturo said today in a phone interview from the capital, Kampala.
The Bill is still repulsive:
* Criminalize all speech and peaceful assembly for those who advocate on behalf of LGBT citizens in Uganda with fines and imprisonment of between five and seven years.
* Criminalize the act of obtaining a same-sex marriage abroad with lifetime imprisonment. This penalty may be reduced in the new version, but the act still appears to be criminalized to some extent.
* Add a clause which forces friends or family members to report LGBT persons to police within 24-hours of learning about that individual’s homosexuality or face fines or imprisonment of up to three years.
* Add an extra-territorial and extradition provisions, allowing Uganda to prosecute LGBT Ugandans living abroad.
* Void all international treaties, agreements and human rights obligations which conflict with this bill.

Uganda on the road to becoming the new tinpot mini Nazis of the 21th century
Even this Reuters article doesn't show how backwards and dangerous this country is becoming. I guess to them (and Rick Warren, include other religions here), who cares if a few black fags are executed....
Makes the 1930's a little easier to understand, doesn't it? Bullies, cowards and lowlifes always target groups they know no one will rush to the defence of. In the 1930's it was Jews, communists, gypsies and homosexuals.
In 2009 it is still acceptable to kick most of those groups around, with the same silence... (except the Jews and communists have nukes now, so Uganda will have to kill the defenceless. No fun beating up on someone if they can fight back, now is it?)

Gay Island!
The Mufti, Sheikh Ramathan Shaban Mubajje of Uganda is a total and complete moron.
He wants gays marooned on an island in Lake Victoria until they die. Sheikh Mubajje told journalists on Friday at Old Kampala Mosque that he sold his proposal to President Yoweri Museveni when they met last week at Hotel Africana.
"I asked President Museveni to get us an island on Lake Victoria and we take these homosexuals and they die out there," Sheikh Mubajje said during a press briefing after Idd el Fitr prayers.
"If they [gays] die there then we shall have no more homosexuals in the country."
Makes the head spin, doesn't it?
